We’re excited to share with you the latest updates from Central Docks at Liverpool Waters.

From major milestones to community initiatives, here’s what’s happening as we
continue to transform Liverpool’s northern industrial docklands into a lush green
waterfront neighbourhood, made for living.

From docks to
destination.

As this is our first update, we wanted to include a little bit of background information for you on the project. Central Docks is a key neighbourhood within the Liverpool Waters masterplan – a transformational project reshaping 148 acres of former dockland waterfront into an exciting, mixed-use destination.

We [Peel Waters] specialise in waterside regeneration and have designed Central Docks to be a neighbourhood filled with thousands of future new homes, new amenities, new coffee shops, bars and eateries as well as a huge new ‘Central Park’ spanning over 5-acres.

To deliver Central Docks at Liverpool Waters, we need to have the correct infrastructure in place to support this future neighbourhood, the infrastructure alone costs £81.1m. This cost of the infrastructure works is being covered by £25.9 million direct investment from Peel Waters, alongside a substantial £55.2 million contribution from Homes England.

The park and infrastructure works are expected to complete by late Spring 2028, with the residential developments being completed in phases after.

Central Docks Groundbreaking Ceremony – Construction officially Starts!

Peel Waters, Homes England, GRAHAM and Liverpool City Council brought together civic leaders, project partners, and over 60 students from the newly opened City of Liverpool College Construction Campus to officially mark the commencement of the Central Docks infrastructure works.

Over 100 representatives toured the onsite construction campus, met with students, enjoyed a “best of Liverpool” live set, before going to site and every attendee being given a spade to take part in the ground breaking and historic moment together.

You’re invited!

Join us and Cllr Dave Hanratty on Tuesday 24th March at 6pm at 10 Streets Social for an informal evening bringing residents, stakeholders, and partners together to hear the latest on what’s happening across Central Docks.

Meet the teams helping to shape Liverpool’s next waterfront neighbourhood. GRAHAM will kick off the evening with a presentation covering their upcoming works on Central Park, including design plans, construction schedules, and their partnership with the local college to support skills, apprenticeships, and training opportunities.

Following this, Peel Waters will share an update on the wider development proposals for Central Docks- setting out future investment opportunities, anticipated timescales, and how this landmark scheme is progressing.

This is a great opportunity to hear directly from the people delivering the transformation, ask questions, and learn more about how Central Docks is evolving.

Progress timeline.

Since the start on site event, Principal Contractor GRAHAM have progressed at pace.

Here’s the latest progress and achievements from the site:

• Site clearance began, with all old tarmac and concrete now removed from the Southern end of Central Docks, located on the Eastern side of the canal.

• Site offices installed.

• Remediation of road from Jesse Hartley Way and Central Park commenced.

• Heritage cobbles and tram lines have been removed and cleaned for reuse.

• Bailey Bridge installed over the canal connecting west and east sides.

• Site clearance on the West side has started.

Ben Hodgson has recently graduated from the University of Liverpool with a First Class Master’s degree in Civil Engineering.

He first joined GRAHAM in 2022 as a Year Out Placement student, gaining hands‑on experience and developing his technical skills while working away from home on the M25 Junction 28 project.

After returning to Liverpool to finish his studies, Ben continued his journey with GRAHAM as a summer placement student. He has now taken up a permanent role as a Graduate Engineer and is enthusiastic about contributing to the Central Docks project — a chance to make a lasting impact in the city he calls home.

Student placement.

Working with the community is important to every partner involved with Central Docks. Frankie, a Civil & Structural Engineering student studying at the University of Sheffield has been successfully awarded a placement year with GRAHAM until September 2026, to gain hands on experience in earthworks, drainage, paving, and structures.

Defibrillator support.

Activating and enjoying the water is central to Peel Waters’ locations across the country. The local Mersey Rowing Club have received a donation from GRAHAM for a secure cabinet to house a defibrillator donated by Healthy Hearts Trust RALPHH.

Sustainability and innovation.

Central Docks joins Considerate Constructors Scheme.

GRAHAM have successfully registered Central Docks under CCS (The Consider Constructors Scheme), promoting best practices in construction including worker wellbeing, community relations and environmental impact.

The independently run organisation help to support and guide positive change in the construction industry.
