Director of Development for Liverpool Waters

Chris has over 20 years’ experience working in regeneration and property development and leads the Liverpool Waters team. He works with key external stakeholders to deliver the entire scheme in line with the consented masterplan.

“I most enjoy the fact that every day is different and there is huge variety in the work we do, anything from working with Premier League football clubs to delivering floating saunas in the dock. Our focus is always on moving forward with delivery.”

Senior Project Manager for Liverpool Waters

Chris has worked for Peel for over 10 years, overseeing a wide range of construction projects across Peel’s retail and commercial portfolio, with an impressive track record in building surveying and project management.

As Senior Project Manager, Chris is focused on managing project teams and coordinating the delivery of major project development across Liverpool Waters.

Liza Marco

Senior Asset Manager at Liverpool Waters

Liza is Senior Asset Manager at Liverpool Waters. As the longest standing member of the team, she oversees all lettings as well as the management of the portfolio including commercial, residential, car parking, industrial, retail and leisure at Liverpool Waters.

Working with customers onsite, Liza is dedicated to boosting the thriving neighbourhoods of Liverpool Waters, including organising a wide variety of events and activities.

I thrive on the variety of managing a mixed-use portfolio—no two days ever look the same. One moment I’m negotiating lease re-gears with multinational companies, the next I’m facilitating stunt scenes with filming production teams using our assets. Being part of a team that creates tangible changes across Liverpool Waters is rewarding.”

Marketing Business Partner at Liverpool Waters

Sarah’s role involves managing the marketing of Liverpool Waters – both digitally and through various events – as well as working with partners to promote Liverpool Waters and the developments that are taking place.

“I really enjoy being a part of something that is so transformational for the city – I’m so excited about all that we are doing here at Liverpool Waters. Every day is different and it is fantastic to see how the scheme is evolving.”

Sophie Holyland

Office and Estate Manager at Liverpool Waters.

Sophie provides administrative support and diary management to the Director and Senior Management, whilst overseeing operations and maintenance across the commercial estate and offices. Sophie’s responsibilities include car park management, tenant liaison, event logistics, supplier coordination, and managing insurance processes.

“I particularly enjoy seeing the progress across the site—each new development brings fresh people, opportunities, and energy to the area, whilst helping ensure the space remains safe, active, and well maintained. No two days are ever the same within such a dynamic development and built estate, and I’m fortunate to work alongside a wonderful team.”

Community Coordinator at Liverpool Waters.

Yasmin works within Liverpool Waters’ serviced offices, providing day-to-day support for tenants. She keeps the office residents up to date and provides support with events, as well as assisting with social media management.

“It’s great getting to know the businesses and seeing them grow in their success. Some companies can start off in a 1 or 2 desk office and grow into our larger spaces and knowing that we can help to accommodate that within our flexible office spaces is rewarding.”

As well as the dedicated Liverpool Waters team, our central team at Peel Waters support the Liverpool Waters project across leadership, finance, grant funding and marketing.

James Whittaker

Managing Director of Peel Waters

As Managing Director of Peel Waters, James oversees vision, strategy and delivery across Peel Waters, including Liverpool Waters.

With extensive experience leading large‑scale regeneration, James drives major developments, placemaking and long‑term investment across the national portfolio. At Liverpool Waters, he has led transformational projects – from Everton’s new stadium at Bramley‑Moore Dock to pioneering floating amenities and securing key development partners.

“I love having the freedom to think differently about what a modern waterfront community can offer. We’re not constrained by convention – whether it’s exploring floating structures like Padel courts and saunas or creating opportunities for cultural activity and a vibrant new cultural square. The ability to be open‑minded and imaginative makes this project feel dynamic and full of possibility. 

There are very few places in the UK where you have more than 60 acres of brownfield waterfront land, now supported by major new infrastructure, and the ability to deliver over 5,000 homes. Even fewer offer such a rich mix of tenures – from affordable homes to build-to-rent, build-to-sell, and later living that will create a mixed use community for all. Liverpool Waters has the scale and diversity to become a place that genuinely offers a home for everyone, and that’s incredibly exciting to be part of.”

Marketing Director at Peel Waters

Kate leads on marketing and overseeing the strategic direction, creative delivery and communications across Peel Waters, including Liverpool Waters.

With extensive experience leading place-making destinations, Kate oversees strategic marketing and delivery for Liverpool Waters aligning brand, communications and creative direction with core commercial objectives. Her role spans research‑driven planning, audience targeting and partnership‑led campaigns that support investment, attract tenants and strengthen the identity of Liverpool Waters.

What I love most about Liverpool Waters is its vibrancy, energy and heritage.  I grew up standing on the docks waving off my grandparents as they boarded the ferry to the Isle of Man, and those memories make it incredibly special to now be part of the team shaping its regeneration. Liverpool is a city that welcomes everyone and is proud of both its origins and its future.

The people make this place, and so much of our work – whether collaborating with business partners, working closely with political teams, or supporting our community of occupiers and visitors – is about building relationships that help create a vibrant, inclusive waterfront. Playing a role in shaping a place that feels connected, people‑centred and full of possibility is a real privilege and gives me a real sense of pride.”

Communications Lead at Peel Waters

Emma works closely with Kate and the wider Marketing and PR teams on delivery of the marketing, PR and communications across Peel Waters including Liverpool Waters.

Leading on the communications for Liverpool Waters, Emma shares stories from across the development through press, video, newsletters and site visits – spotlighting tenants, partners and key milestones. Building relationships is core to her role, connecting people and sparking new opportunities across the waterfront community.

Charlotte Glynn

Partnership Manager at Peel Waters

Charlotte is responsible for securing public sector funding to unlock major projects across the Peel Waters portfolio including  liverpool Waters.

Her work plays a crucial role in bridging viability gaps and ensuring the long‑term vision for the waterfront can be delivered. A key achievement has been securing a £55.2 million Brownfield Infrastructure Land grant from Homes England, alongside £25.9 million of Peel Waters investment – funding that enables essential infrastructure at Central Docks, supporting over 2,000 homes and a new 5‑acre public park.

“I’m proud to help shape projects that have such a significant and lasting impact. Unlocking funding that turns ambition into real, tangible place‑making is incredibly rewarding, and Liverpool Waters is a once‑in‑a‑generation opportunity to do just that.”
